Qualified Business Reply Mail (QBRM)For Qualified Business Reply Mail (QBRM), the mailer must use the unique ZIP+4 Code assigned to them by the Postal Service for use with BRM. The mailer must print the ZIP+4 Code in the address, and place the corresponding ZIP+4 barcode on the mailpiece. The ZIP+4 Code assigned by the Postal Service is unique for that category of letter-size BRM. The ZIP+4 barcode provides for sortation on postal automated equipment by specific size and rate categories (i.e., cards, 1 oz. letters, 2 oz. letters, etc.). In return for following the relevant standards, the mailer receives a discount not only on their per-piece handling fees, but also in actual First-Class Mail postage rates. This is possible because of the efficiency of the Postal Service's high-speed barcode sorters.
Obtaining a Business Reply Mail Permit NumberYou must have a valid Business Reply Mail permit before you can mail. You may apply for a permit at any time by filling out PS Form 3615, Mailing Permit Application and Customer Profile. Note: Form 3615 is a simple form requiring you to know the company name, address where the mail will be returned, contact person, and telephone number. The forms are available at your local post office, mailing requirements office, or Business Mail Entry Unit (BMEU). A Business Reply Mail permit number is issued at the post office where the PS Form 3615 is filed, generally where the mail is returned, and requires a $180.00 fee. The fee is paid annually by cash, check or money order. Note: Checks must be made out to the US Postal Service or Postmaster.
Obtaining Facing Identification Mark (FIM C) and "Unique" ZIP+4 BarcodesAll the Business Reply Mail templates contain the proper FIM C pattern. The FIM C pattern is to the exact size and is correctly positioned. Do not move or adjust the FIM C pattern. There are several commercial products available to produce barcodes. Consult your software supplier for a program that meets the specifications of your operating system.
Courtesy Reply Mail FormatThe purpose of Courtesy Reply Mail (CRM) is to move the piece through the system using high-speed automation equipment. This ensures that you receive the piece from the customer as soon as possible. You should follow the standards for automated processing when designing CRM.
